Yabancılara Türkçe öğretiminde program sorununun öğretim sürecine yansıması

Abstract

Yabancılara Türkçe öğretiminde ortak bir öğretim programı kullanılmamaktadır. Alanda kullanılan öğretim setleri, Avrupa Ortak Öneriler Çerçevesi'nin ölçütleri hariç herhangi bir ortak ölçütlere dayanmadan faaliyeti gösteren kurumlar tarafından hazırlanmaktadır. Her kurum kendi benimsediği yönteme ve yaklaşıma göre kitapları yazmaktadır. Alanda ortak bir sistemin oluşturulmaması çeşitli sorunlara neden olmaktadır. Dolayısıyla bu araştırmanın hedefi, program sorununun öğretim sürecine yansımasını ortaya koymaktadır. Bu hedef doğrultusunda program sorununun ders kitaplarına yansımasını araştırmak üzere doküman analizi yöntemi kullanarak alanda en çok kullanılan Yeni Hitit Yabancılar İçin Türkçe, Gazi Yabancılar İçin Türkçe ve İstanbul Yabancılar İçin Türkçe A1 seviyesi ders kitapları karşılaştırmalı olarak incelenmiştir. Ayrıca program sorununun öğretim-öğrenim sürecine ve paydaşlarına yansımasını ortaya koymak için farklı kurumlarda görevi yapan kırk beş öğretmenle yarı yapılandırılmış görüşmeler yapılmıştır. Elde edilen sonuçlara göre alanda ortak bir programın kullanılmamasının ve bir sistemin oluşturulmamasının ders kitapları arasındaki öğretim birliğini, öğrencilerin dil yeterliliklerini, ölçme değerlendirme sürecini, öğrenim-öğretimin niteliğini ve öğretmenleri etkilediği görülmektedir. Yabancılara Türkçe öğretimine evrensel bir tutumun kazandırılması ve öğretim birliğinin sağlanması için ortak bir öğretim programının oluşturulması gerekmektedir. Alanda faaliyet gösteren tüm kurumların koordinasyon içerisinde çalışmaları gerekmektedir. Anahtar Kelimeler: Öğretim programı, yabancılara Türkçe öğretimi, öğretim birliği, program sorunu.

A common learning program is not used in teaching Turkish as foreign language. The course books and the used curriculums are prepared and developed by the institutions teaching Turkish as a foreign language. Each institution develops its books based on the teaching approach it adopts. Not having common criteria in teaching Turkish for foreigners other than the Common European Framework creates various problems in the learning-teaching process and the used materials. Therefore, the aim of this thesis is to investigate the effect of the program problem on the process of teaching Turkish as a foreign language. In order to determine this problem's effect on the course books used in teaching Turkish as a foreign language A1 level of Yeni Hitit, Gazi and Istanbul Turkish teaching books were examined comparatively using the document analysis method. In addition to that, semi-structured interviews were conducted with forty-five teachers from different institutions to evaluate the reflection of this problem on Turkish teaching-learning process. According to the results, it is seen that the absence of a common program in the field and the lack of a system affect the learning-teaching quality, the learning evaluation process, teachers, students, their language competences and the unity between different teaching institutions and course books. It is necessary to establish a common criteria and a common learning program in order to gain a universal status to Turkish teaching of foreigners. All teaching institutions should work in coordination with each other in order to ensure the learning-teaching quality.
