Türkiye’de doktoralı eleman ihtiyacının belirlenmesine yönelik bir karar destek sistemi mimarisi

Abstract

Çağımızda teknolojik, sosyo-kültürel, ekonomik ve politik değişimler birçok alanda değişim gerektirmiştir. Özellikle teknolojinin bireylerin ve toplumların yaşamındaki hızla artan etkisi, ülkeler açısından yenilikler ortaya koyacak işgücü yetiştirilmesinin önemini ortaya koymaktadır. Bu nedenle üniversitelerin en temel işlevlerinden olan AR-GE fonksiyonlarını geliştirmek ve eğitim-öğretimi desteklemek adına gerekli olan öğretim üyelerini yetiştirmek amaçlı açılan doktora programları gittikçe önem kazanmaktadır. Akademinin yanı sıra özel sektör, kamu sektörü ve bunlara bağlı olan AR-GE merkezlerinin doktoralı işgücü ihtiyacının gün geçtikçe artmasıyla doğru alanlarda doktora derecesine sahip nitelikli işgücü yetiştirme çabası da artmaktadır. Fakat ülkemizde doktora programları yeterince hızlı güncellenememektedir. Bunun sonucunda, bazı bölümler için doktora mezun fazlasından bahsedilirken, bazıları içinse doktora mezun eksikliğinden söz edilebilir (Kalkınma Bakanlığı, 2014). Bu bağlamda, doktora programlarının açılma / kapanma karar stratejilerinin somut mekanizmalar ve analizlere dayanan yöntemlerle gerçekleştirilmesi gerekmektedir. Ayrıca, özel sektörün, kamunun ve akademinin taleplerinin doğru bir şekilde belirlenmesi, ihtiyaç duyulan uzmanlık alanlarının doğru bir biçimde analiz edilmesi ve ihtiyaç duyulmayan alanların verdiği fazla mezun sayısının önüne geçilmesi gerekmektedir. Bu çalışmada, üniversitelerin, kamu kuruluşlarının, AR-GE merkezlerinin ve özel sektörlerin talepleri doğrultusunda doktora programlarının düzenlenmesine imkân sunabilecek bir karar destek sistemi mimarisi hedeflenmiştir. Böylece, bu sektörlerin gelecekte ihtiyaç duyabileceği uzmanlık alanlarında eleman yetiştirilmesi mümkün olacaktır. Bu kapsamda, Türkiye'deki tüm doktora programlarının mevcut durumu ve istatistikleri incelenip, Türkiye'nin hangi alanlarda ne kadar doktoralıya ihtiyaç duyduğu belirlenerek, üniversite, araştırma merkezleri, kamu ve özel sektörlerin doktoralı eleman ihtiyacını karşılayacak şekilde doktora programları planlamasında karar vericilere destek olacak bir sistem tasarlanmıştır. Çalışmada daha önce konuyla ilgili yapılmış bazı çalışmalar ve modeller incelenerek günümüz problemlerine çözüm olabilecek teorik bir model önerilmiştir. Modelin uygulanması halinde doktoralıların arz-talep dengesi sağlanabilirken, geçmiş veriler ve mevcut durum analizleriyle geleceğe yönelik bazı tahminlerde bulunması hedeflenmektedir.

Nowadays, technological, socio-cultural, economic and political changes have led to changes in various fields. Especially, the rapidly increasing impact of technology on lives of individuals and societies reveals the importance of training the labour force so countries can introduce innovations. Thus, doctoral programs are gaining importance in order to develop R & D functions, which is the one of the most basic functions of a university, and to train the academics who are required to support the education. In addition to academia, the private sector, public sector, and the R&D centers have increased their efforts to train doctoral members in the accurate field of study to meet their sectors' requirements. However, the doctoral programs in our country cannot update themselves fast enough. As a result of this deficiency, while there is a surplus of doctoral graduates in some departments, it is there is also a lack of doctoral candidates for some departments (Kalkınma Bakanlığı, 2014). In this context, the creation and closure of certain doctoral programs should be carried out by strategic methods based on solid mechanisms and analysis. Besides the demand of the private sector, the public and academic demand should be determined correctly; the required areas of expertise should be accurately analyzed and the number of graduates that are not needed should be avoided. The aim of this study is to create a decision support system that organizes doctoral programs in accordance with the demands of universities, public institutions, R & D centers and private sectors. Through this system, it will be possible to train staff in their areas of expertise that these sectors may require in the future. In this context, this report will examine the current state of all doctoral programs and statistics in Turkey, determine how many Ph.D.'s are needed in the field, and create a system designed to support decision-makers in planning doctoral programs in order to meet the needs of doctoral graduates in universities, research centers, the public sector and the private sectors. In order to do this, a theoretical model has been proposed by examining some previous studies and models on the subject, which could be a solution to today's problems. By implementation of this model, while the supply-demand balance of doctoral graduates can be provided, some future predictions can be planned by using the historical data and the current state of affairs.
