Demokratik Muhalefet Olgusu Bağlamında Türk Siyasal Hayatında 1960- 1980 Dönemi = The 1960-1980 Period in Turkish Political Life in The Context of The Phenomenon of Democratic Opposition

Abstract

Bu tez çalışması, Türkiye'de demokratik muhalefet olgusunu ele almıştır. Demokratik muhalefetin anlamı, muhalefet tipolojileri ve demokrasinin işleyişine katkı sağlayan kriterlerin belirlenmesi suretiyle demokratik muhalefet olgusunun izleri Türk siyasal hayatının 1960-1980 dönemi muhalefet anlayışı üzerinden incelenmiştir. İncelemede hükümete alternatif olma, hükümet politikalarına eleştirel yaklaşma, siyasal sisteme sadakat, uzlaşmacı bir yaklaşım geliştirme, rasyonel politikalar önerme ve toplumsal çıkarları gözetme gibi demokratik muhalefet kriterleri belirlenmiş ve bu kriterler muhalefetin demokratik yapıya katkı sağlama ölçütleri olarak değerlendirilmiştir. Tez çalışmasının amacı, demokratik muhalefet olgusunu Türk siyasal hayatında 1960-1980 dönemi muhalefet anlayışı üzerinden inceleyerek dönemin muhalefet etme davranış ve biçimlerini bu olgu üzerinden açıklayabilmektir. Buradan hareketle çalışmanın genel araştırma sorusu, "Türk siyasal hayatında 1960-1980 dönemi muhalefet etme anlayış ve biçimleri demokratik muhalefet olgusu bağlamında nasıl değerlendirilebilir?" şeklindedir. Bunun yanı sıra diğer araştırma soruları ise şu şekildedir: Demokratik muhalefet olgusu ne anlama gelmektedir? Muhalefet tipolojileri ile demokrasi arasındaki ilişki nasıl şekillenmektedir? Türkiye'de siyasal muhalefet geleneği, Osmanlı İmparatorluğu'ndan çok partili hayata kadar nasıl bir evrim geçirmiştir ve bu evrim 1960-1980 döneminde nasıl bir muhalefet geleneği bırakmıştır? Çalışma ayrıca Türk siyasal hayatında muhalefet etme kültürüne dair yol gösterici unsurların neler olduğu ve 1960-1980 yılları arasında Türkiye'de ana muhalefet partilerinin demokratik muhalefet kriterlerini ne ölçüde yerine getirdiği gibi sorulara yanıt aramaktadır. Çalışmada nitel araştırma teknikleri kapsamında literatür incelemesi, doküman analizi ve betimleyici yaklaşım kullanılmış, Osmanlı İmparatorluğu'ndan çok partili hayata geçiş sürecinde muhalefetin genellikle çatışmacı ve hükümeti yıpratmaya yönelik bir çizgi izlediği tespit edilmiştir. Bu durumun demokrasinin ideal işleyişinden sapmalara yol açtığı belirlenmiştir. Ayrıca 1960-1980 dönemi ana muhalefet partilerinin genellikle sert ve uzlaşmaz bir dil benimsemesi, demokratik sürecin istikrarlı işlemesini zorlaştırarak toplumsal kutuplaşmayı derinleştirmiştir. Çalışmada, muhalefetin yapıcı bir strateji izlemek yerine katı ve eleştirel bir tutum sergilediği ve bu yaklaşımın mevcut siyasal rejimi demokratik değerlerden uzaklaştırdığı da ortaya konulmuştur. Bu tespitlerin yanı sıra, demokratik muhalefet alanında yapılacak çalışmalar için çeşitli öneriler geliştirilmiştir.

This study focuses on the phenomenon of democratic opposition in Turkey. It analyzes the traces of democratic opposition in Turkish political life between 1960 and 1980 by identifying the meaning of democratic opposition, types of opposition, and criteria that contribute to the functioning of democracy. In the study, democratic opposition criteria such as offering an alternative to the government, adopting a critical approach to government policies, loyalty to the political system, developing a conciliatory approach, proposing rational policies, and considering societal interests are established. These criteria are evaluated as measures of the opposition's contribution to the democratic structure. The goal of the study is to explain the opposition behaviors and forms during the 1960-1980 period in Turkish political life through the phenomenon of democratic opposition. From this perspective, the main research question of the study is: "How can the opposition understanding and forms of the 1960-1980 period in Turkish political life be evaluated within the context of the phenomenon of democratic opposition?" Additionally, other research questions are as follows: What does the concept of democratic opposition signify? How is the connection between opposition typologies and democracy established? How did the political opposition tradition in Turkey evolve from the Ottoman Empire to the multi-party system, and what kind of opposition tradition did it settle in the 1960-1980 period? The study further addresses questions such as: What are the guiding factors in the opposition culture of Turkish political life, and to what extent did the main opposition parties fulfill democratic opposition criteria between 1960 and 1980? The study, based on document analysis as a qualitative research technique, indicates that the opposition during the transition from the Ottoman Empire to the multi-party system predominantly adopted a confrontational approach aimed at weakening the government. It has been determined that this situation led to deviations from the ideal functioning of democracy. Furthermore, the main opposition parties in the 1960-1980 period generally adopted a harsh and uncompromising rhetoric which made it difficult for the democratic process to function stably and deepened societal polarisation. The research also demonstrates that rather than following a constructive strategy the opposition party adopted a destructive approach which distanced the existing political regime from democratic values. Additionally, the research provides several suggestions for future studies in the field of democratic opposition.
