Su, yaşam için vazgeçilmez bir kaynaktır. Nüfus artışı ve sanayinin gelişmesiyle doğanın dengesi bozulmuş, su ve enerji ihtiyacı artmıştır. Sınırlı su kaynaklarına sahip ülkelerde barajlar inşa edilerek su temini, elektrik üretimi ve taşkınlardan korunma sağlanmaktadır. Ancak, barajlarda yaşanabilecek mühendislik problemleri nedeniyle yıkılma riskleri ortaya çıkabilmektedir. Bu nedenle, barajlardaki yetersizliklerin tespit edilerek önlemlerin alınması önemlidir. Mevcut barajların güvenilirlik seviyelerinin belirlenmesi ve gerekli risk-güvenlik çalışmalarının yapılması da gereklidir. Son yıllarda, hızla gelişen baraj yapım teknolojileriyle daha yüksek hacimli barajlar inşa edilmektedir, ancak bu barajların yıkılması durumunda büyük can ve mal kaybına neden olabileceği unutulmamalıdır. Barajların sağlam, güvenli ve ekonomik olabilmeleri için kaliteli planlama ve projelendirme, kaliteli inşaat, iyi bir koordinasyon, sağlıklı bilgi akışı sağlayan baraj ölçüm tesisleri ile barajın gerçek zamanda gözlemlenmesi, iyi bir baraj işletimi ve tüm durumların göz önüne alındığı acil durum eylem planı hususlarının bir arada olması gerekmektedir. Son teknoloji ve bilgiler kullanılarak inşa edilen barajlar dahi risklere maruz kalabilmektedir. Bu nedenle, barajdaki riskleri azaltmak için gerekli tedbirlerin hızlı bir şekilde alınması gerekmektedir. Sürekli izleme, periyodik muayeneler ve güvenlik değerlendirmeleri ile barajın davranışı ve yapısal güvenliği kontrol edilerek riskler tespit edilebilmektedir. Ölçüm sistemleri, barajlardaki problemleri zamanında tespit ederek önlemlerin alınmasında kullanılmaktadır. Bu sayede, baraj projelerinin performansı denetlenebilmekte ve yapılan hatalardan ders çıkarılabilmektedir. Barajların güvenliği için yaşanan sorunların belirlenmesi ve yeni projelerde dikkate alınması baraj güvenliği açısından çok önemlidir. ICOLD tarafından 2001 yılında yapılan araştırmada, baraj problemlerinin genellikle zamanında yapılmayan ölçümlerden ve gözlem eksikliklerinden kaynaklandığı belirlenmiştir. Barajların mevcut durumda güvenli olup olmadığının izlenmesinin yanı sıra, potansiyel tehlikeler karşısında davranışlarının değerlendirilmesi baraj güvenliğinin yönetilmesinde önemli bir adımdır. Barajların toplam risk faktörünü belirlemek için baraj özelliklerini farklı yönlerden inceleyen çeşitli sistematik yaklaşımlar vardır. Barajların tehlike sınıflarını belirleme kriterlerinde kullanılan yaklaşımlar arasında farklılıklar bulunsa da, literatürdeki tüm yaklaşımlar, barajın yıkılması durumunda kontrolsüz bir şekilde hareket edebilecek su kütlelerinin baraj mansabında bulunan potansiyel insani tehditleri ön planda tutarken, olası ekonomik ve çevresel kayıpları ikinci planda tutmaktadır. Barajlarda yapılan gözlem, muayene ve ölçümler belirli bir program dâhilinde yapılmakta ve yapılacak olan ölçümler baraj tipine ve özelliklerine göre değişiklik göstermektedir. Barajlarda yapılan ölçümler genel itibariyle yatay ve düşey deformasyon ölçümleri, sızıntı ölçümleri, basınç ve gerilme ölçümleri, sismik hareket ölçümleri, yağış ölçümleri, su seviyesi ölçümleri, yapı elemanlarına etki eden yüklerin ölçülmesi, çevresel faktör ölçümleri ve sıcaklık ölçümleri olarak sıralanabilir. Acil durum eylem planı (AEP), barajın güvenliğini etkileyen acil veya beklenmedik durum ortaya çıktığında kimin, ne zaman, nerede ve ne yapacağını ayrıntılı bir şekilde ortaya koymaktadır. Baraj için veya barajdan kaynaklı acil bir durum ortaya çıktığında, önceden hazırlanmış olan acil durum eylem planı derhal devreye sokulmalıdır. Acil durum eylem planında, alınması gereken önlemlerin önceden belirlenmesi, gerekli hazırlıkların yapılması ve gerekli denemelerin yapılması çok önemlidir. Ayrıca acil durum eylem planlarının etkili olabilmesi için etkilenecek olan vatandaşlar da planlamaya dâhil edilmeli ve acil durum esnasında nasıl davranacağı konusunda bilgilendirilmelidir. Acil durum eylem planları, barajın güvenliğini etkileyen acil ve beklenmedik durumların ardından ve düzenli olarak güncellenmelidirler. Acil durumda haberleşme çok önemli bir konudur. Acil durum eylem planının bilgilendirme akış şeması, acil durumu belirleme, değerlendirme ve sınıflama, sorumlular, hazırlıklar, taşkın haritaları ve ekler olmak üzere 6 temel unsuru bulunmaktadır. Bu çalışmada kapsamında, baraj güvenliği, dolgu barajlarda gözlenen yetersizlikler ve nedenleri, dolgu barajların muayenesi, dolgu barajlarda kullanılan ölçüm aletleri, muayene ve ölçüm periyotları konularından bahsedilmiş, İncirliova ilçesinde bulunan ve merkezi kil çekirdek, memba kum-çakıl, mansap kaya dolgu baraj türünde inşa edilen İkizdere Barajının risk sınıfı literatürde kabul görmüş olan 3 farklı yöntem kullanılarak belirlenmiş, baraj Plaxis sonlu elemanlar programı kullanılarak modellenerek analizler gerçekleştirilmiş ve elde edilmiş olan analiz sonuçları baraja ait ölçüm verileriyle karşılaştırılarak yorumlar ve değerlendirmeler yapılmış, ayrıca barajın modelleme ve analiz sürecinde yaşanan zorluklar belirtilerek tavsiyelerde bulunulmuştur.
Water is an indispensable resource for life. With the increase in population and the development of industry, the balance of nature has been disturbed and the need for water and energy has increased. In countries with limited water resources, dams are built to provide water supply, electricity generation and flood protection. However, risks of collapse may arise due to engineering problems that may occur in dams. Therefore, it is important to identify the inadequacies in dams and take precautions. It is also necessary to determine the reliability levels of existing dams and to carry out necessary risk-safety studies. In recent years, higher volume dams are being constructed with rapidly developing dam construction technologies, but it should not be forgotten that these dams may cause great loss of life and property in case of collapse. In order for dams to be robust, safe and economical, quality planning and design, quality construction, good coordination, real-time monitoring of the dam with dam measurement facilities that provide healthy information flow, good dam operation and an emergency action plan that takes into account all situations must be together. Even dams constructed using the latest technology and information can be exposed to risks. Therefore, necessary measures must be taken quickly to reduce the risks in the dam. Risks can be identified by checking the behaviour and structural safety of the dam through continuous monitoring, periodic inspections and safety assessments. Measurement systems are used to detect problems in dams in a timely manner and to take precautions. In this way, the performance of dam projects can be monitored and lessons can be learnt from the mistakes made. It is very important for dam safety to identify the problems experienced for the safety of dams and to take them into consideration in new projects. In a study conducted by ICOLD in 2001, it was determined that dam problems are generally caused by untimely measurements and lack of observations. In addition to monitoring whether dams are currently safe, assessing their behaviour in the face of potential hazards is an important step in managing dam safety. There are various systematic approaches to determine the total risk factor of dams, which analyse dam characteristics from different aspects. Although there are differences between the approaches used in the criteria for determining the hazard classes of dams, all approaches in the literature prioritise the potential human threats downstream of the dam from water bodies that may move uncontrollably in the event of dam failure, while prioritising potential economic and environmental losses. Observations, inspections and measurements at dams are carried out within a certain programme and the measurements to be made vary according to the type and characteristics of the dam. The measurements made in dams can be generally listed as horizontal and vertical deformation measurements, leakage measurements, pressure and stress measurements, seismic motion measurements, precipitation measurements, water level measurements, measurement of loads acting on structural elements, environmental factor measurements and temperature measurements. Dam safety cannot be ensured only by placing measurement systems and collecting data from these systems. The devices to be installed should be carefully selected and their locations should be well determined, and the data obtained from the devices should be collected, processed and evaluated accurately. A poorly planned systematic process can result in inaccurate or unneeded data, resulting in loss of time and money in data collection and interpretation. As a general rule; visual observations are made every time the dam is visited, daily and weekly readings are taken during the first filling phase of the dam, extraordinary (emergency) readings are taken in severe stormy weather, earthquake, etc. and other readings are taken at least in 1-month periods. Maintenance, repair and revision needs of the equipment in the dam are determined during inspections and controls carried out at daily, weekly, monthly, quarterly, semi-annual, semi-annual and annual periods. In the annual inspections carried out by the inspection committee consisting of technical staff, the extent to which the maintenance, repair and revision needs identified after the periodic inspections are met, whether the identified maintenance, repair and revision needs are repeated, if so, the reasons, deficiencies and inadequacies that prevent the facility from performing its duty fully and flawlessly, damages during operation, whether there are necessary safety measures for the safety of life and property, the status of warning, notice and identification signs, etc. should be examined and the findings should be reported. The change of deformations and displacements of the dam with time is an important issue in determining the measurement period. The relationship between the deformations and time occurs in short and long term periods. Structural movements in the dam due to temperature changes in a day are short-term changes, while structural movements due to changes in annual water level and temperature values are long-term changes. The emergency action plan (EAP) sets out in detail who, when, where and what to do in the event of an emergency or unexpected situation affecting the safety of the dam. When an emergency situation arises for or from the dam, the emergency action plan prepared in advance should be activated immediately. In the emergency action plan, it is very important to determine the measures to be taken in advance, to make the necessary preparations and to make the necessary trials. In addition, in order for emergency action plans to be effective, the citizens who will be affected should be included in the planning and informed about how to behave during an emergency. Emergency action plans should be updated regularly and following emergencies and unexpected situations affecting the safety of the dam. Communication is a very important issue in an emergency. The emergency action plan has 6 main elements: Information flow chart, Emergency situation identification, assessment and classification, Responsible persons, Preparations, Flood maps and Annexes. In addition, the emergency preparedness phase consists of 3 steps: works to be carried out for emergency preparedness (preparation of emergency action plans, installation of measuring and monitoring devices, installation of warning and communication systems, etc.), works to be carried out in case of emergency (implementation of emergency action plans) and works to be carried out after the emergency (damage assessment, determination of improvement works to be carried out, etc.). Within the scope of this study, dam safety, inadequacies observed in embankment dams and their causes, inspection of embankment dams, measurement instruments used in embankment dams, inspection and measurement periods were mentioned. The risk class of İkizdere Dam, which is located in İncirliova district and built as a central clay core, upstream sand-gravel, downstream rockfill dam type, was determined by using 3 different methods accepted in the literature, The dam was modelled and analysed using Plaxis finite element software and the results of the analyses were compared with the measurement data of the dam and interpretations and evaluations were made, and the difficulties encountered in the modelling and analysis process of the dam were indicated and recommendations were made.
