21.yy'da dünyada yaşanan gelişmeler küresel rekabeti artırırken meydana gelen ekonomik krizler üretim alanlarını daraltmaktadır. Üretimin sanayi sektöründen hizmetler sektörüne kayması, esnek çalışmanın yaygınlaşması, bilişim teknolojilerine ilginin artması vb. gelişmeler istihdam imkanlarının artık girişimcilikten doğan fırsatlarda aranmasına neden olmaktadır. Özellikle dezavantajlı grupların istihdamında girişimcilik daha geçerli olmaktadır. Engelliler dünyada istihdam sorunu yaşayan gruplardandır. Mevcut yöntemler yetersiz kalırken; artan işsizlik nedeniyle engelliler yoksullaşmakta ve toplumdan dışlanmaktadır. Oysa işsizlik ve oluşturduğu sorunlarının çözümü için engellilerde girişimcilik bir kariyer tercihi olabilir. Girişimciliğin engel durumuyla çalışma hayatı arasında daha iyi denge kurduğu, engellilere esnek çalışma saatleri, aile ile çalışabilme gibi kolaylıklar sağladığı görülmektedir. Bu doğrultuda son yıllarda dünyada engellilerde girişimciliği destekleyen istihdam politikaları geliştirilmektedir. Türkiye'de ise İŞKUR ve KOSGEB bu konuda çeşitli faaliyetler gerçekleştirmektedir. Bu çalışmanın amacı Türkiye'de engelli istihdamı sorununa alternatif bir çözüm olarak girişimcilik yöntemini incelemektir. Çalışmada çeşitli desteklerden yararlanarak işini kurmuş 20 engelli girişimciyle yarı yapılandırılmış görüşmeler gerçekleştirilmiştir. Engellilerin girişimcilik algıları, engelleriyle girişimciliği bağdaştırma şekilleri, girişimciliğin kolaylık ve zorlukları ile verilen destekler incelenmiştir. Nitel araştırma yöntemlerinden durum çalışması yoluyla toplanan veriler MAXQDA 2020 programıyla analiz edilmiştir. Edinilen bulgulara göre, Türkiye'de engelli istihdam yöntemleri içinde girişimciliğe verilen önem artırılmalıdır. Engelli katılımcılar girişimciliği istihdam tercihi olarak görmekte ancak sermaye bulma, bankaların tutumları, refah tuzağı vb. zorluklar yaşamaktadır. Bu zorlukların aşılması çeşitli desteklerle mümkündür. Finansal destek önemlidir, ancak beşerî ve sosyal destek olmadan geçici çözüm sağlayacaktır. Dolayısıyla engellilerde temel eğitimden başlayan planlı girişimcilik eğitimleri gerekmektedir. Daha da önemlisi engelli girişimciliğine yönelik İŞKUR, KOSGEB vb. kurumların bireysel destekleri yerine tüm paydaşlar tarafından ulusal ölçekte çalışmalar yapılmalıdır.
While the global developments in the 21st century increase global competition, the economic crises that occur are narrowing the production areas. The developments such as shift of production from the industrial sector to the services sector, widespread use of flexible working, the increase in the interest to the information technologies, etc. cause employment chance to be sought in opportunities arising from entrepreneurship. It is increasingly becomes valid to support entrepreneurship, especially at the point of employment of the disadvantaged. Disabled people are among the groups that have problems in terms of employment in the world. While the existing methods are insufficient in the employment of the disabled; disabled people are constantly impoverished and excluded from society due to increasing unemployment. However, entrepreneurship can be used as a career choice for people with disabilities to solve unemployment and the problems it creates. It is seen that entrepreneurship establishes a better balance between disability and working life, and provides conveniences such as flexible working hours and working with the family for the disabled. In this respect, employment policies supporting entrepreneurship for the disabled have been developed in the world in recent years. In Turkey, İŞKUR and KOSGEB carry out various activities in this regard. The aim of this study is to examine the entrepreneurship method as an alternative solution to the problem of employment of the disabled in Turkey. In this study, semi-structured interviews were conducted with 20 disabled entrepreneurs who have established their business in Turkey by benefiting from various supports. Entrepreneurship perceptions of the disabled, the ways of reconciling entrepreneurship with their disabilities, the convenience and difficulties of entrepreneurship and the support provided were examined. Data collected through case study, one of the qualitative research methods, were analyzed with the MAXQDA 2020 program. Findings indicate that, the importance given to entrepreneurship among the disabled employment methods in Turkey should be increased. Disabled participants see entrepreneurship as a choice of employment, but they face difficulties such as capital finding, attitudes of banks, welfare trap. Overcoming these difficulties is possible with various supports. Financial support is important, but it will only provide a temporary solution without incorporating human and social support. Therefore, there is a need for planned entrepreneurship training starting from basic education for the disabled. Instead of the individual support of institutions such as İŞKUR and KOSGEB for disabled entrepreneurship, studies should be carried out on a national scale by all stakeholders.
