Effect of pre-setting pressure applied flexure strength and fracture toughness of new SIFCON plus RPC composite during setting phase İpek, Metin; Aksu, Mecbure; Uysal, Mehmet; Yılmaz, Kerem Cenk; Vural, İsa Reactive powder concrete (RPC) and Slurry Infiltrated Fiber Concrete (SIFCON) are steel fiber-reinforced cement composites which have superior mechanical properties such as compressive, tensile, shear and flexural strength with extraordinary toughness values. Manufacturing of a new composite material was intended by using superior performance of SIFCON in terms of flexural strength as well as superior performance of RPC in terms of compressive strength. For this reason, fresh SIFCON was filled into the bottom portion of mold by means of specially-designed molds and pre-setting pressure was applied by filling reactive powder concrete on it. For RPC and SIFCON in mold, pre-setting pressure was applied in six different pressures (0, 3, 6, 9, 12, 15 MPa). Test results indicated that maximum flexure strength was obtained as 69.70 MPa under 15 MPa pre-setting pressure. According to control-without pressure, flexure strength was improved by 43.21% with 15 MPa pre-setting pressure. Also fracture toughness was increased about 32.03% with 12 MPa pre-setting pressure. Prefabricated structural elements can be produced with the composite material, which is built via SIFCON + RPC composite, without needing a steel reinforcement. (c) 2015 Elsevier Ltd. UNIVERSAL VALUES IN BEETHOVEN'S MUSIC: SAMPLE OF THE 9th SYMPHONY Küpana, Mürvet Nevra Music has an important role in establishing intercultural relations. Music can be seen as a perspective the awareness of cultural differences. Cultural differences are appear in the environment of cultural similarities. According to Friedrich Schiller human development, has a very important educational task for gaining form by culture and humanization. Schiller composed a poem entitled An die Freude (Ode to Joy) and he revealed a theme about living in an atmosphere of brotherhood of the human race. Ludwig van Beethoven used this poem in the 9th Symphony's last movement, completed in 1824. Beethoven is a composer who is well versed of human suffering, passion, freedom aspirations, conflicts and struggles. The composer's perspective is directed to the integrity of the world. The final movement of the 9th Symphony, which is the highlight of the work, dominates with the power of musical and philosophical perspectives. The purpose of this study is to identify the universal values Beethoven's music carry music and to exemplify through the 9th Symphony. For this purpose, the literature method is used. Beethoven's creativity and musical language were determined in providing universal peace with an approach based on the philosophy and aesthetic. As a result the universal values of Beethoven's music are revealed. The study concludes that 9th Symphony in the international platform through universal values play an important role in ensuring peace. In accordance with the data obtained, suggestions are made about acquisition of universal values and atmosphere of universal peace for arts and arts education.

Dynamics of Regionalisation and the Impact of the EU: Comparing Regional Reforms in Romania and Turkey Ertural, Eda This article examines the institutional and governance effects of regional policy reforms in Romania and Turkey during their respective periods as EU candidate countries. First, the article aims to disentangle the relative impact of EU conditionality in the area of regional policy in two candidate countries from different enlargement rounds. Second, it aims to investigate the outcomes of regional reforms while identifying the factors facilitating these reforms. The findings suggest that regional reform outcomes in Romania and Turkey show striking similarities, despite differences in the credibility of EU conditionality. Therefore, it argues that the constellations of domestic political actors and the existing domestic institutional structures matter more than EU conditionality in explaining the similarity in reform outcomes.
