Toplumsal Cinsiyet Eşitliği ve Belediyeler: Avrupa Yerel Yaşamda Kadın Erkek Eşitliği Şartı’nı İmzalayan Belediyeler Üzerinden Nitel Bir İnceleme

Abstract

Çalışmanın amacı, Türkiye’de “Avrupa Yerel Yaşamda Kadın-Erkek Eşitliği Şartı”nı imzalayan belediyelerin, toplumsal cinsiyet eşitliğini sağlamaya yönelik yerine getirmiş oldukları faaliyetleri, bu Şart›ta yer alan taahhütler açısından değerlendirmektir. Çalışmada öncelikli olarak devletin ve özellikle de yerel yönetimlerin toplumsal cinsiyet eşitliğinin sağlanmasında nasıl bir rol üstlenmesi gerektiğine ilişkin yapılan tartışmalara yer verilmiş, daha sonra “Avrupa Yerel Yaşamda Kadın Erkek Eşitliği Şartı»nı imzalayan Türkiye’deki belediyelerin faaliyet raporlarının içerik analizi yöntemi kullanarak incelenmesi sonucu elde edilen bulgular aktarılmıştır. Araştırmada, belediyelerin faaliyetlerinde toplumsal cinsiyet eşitliğini bütüncül bir bakış açısıyla ele almadığı ve Şart’ın imzalanması ile toplumsal cinsiyet eşitliğini sağlamaya yönelik yerine getirilen faaliyetler arasında doğrusal bir ilişkinin bulunmadığı sonucuna ulaşılmıştır.

The purpose of the study is to evaluate the activities of the signatory municipalities_x000D_ of «European Gender Equality Charter in Local Life,” in Turkey, which have fulfilled_x000D_ to ensure gender equality in the terms of the commitments contained in this Charter. In_x000D_ the study as a priority, the discussions about what kind of role the state and especially the_x000D_ local administrations should play in ensuring gender equality are given. Then the findings_x000D_ obtained using the content analysis of the annual reports of signatory municipalities_x000D_ of “European Charter for Equality of Women and Men in Local Life” in Turkey were_x000D_ transferred. The study concluded that municipalities do not address gender equality in_x000D_ their activities from a holistic perspective, and that there is no linear relationship between_x000D_ signing the Charter and the activities carried out to ensure gender equality.
