Kongre Bildirileri Üzerinden Yöntem Sorununu Anlamak: KAYFOR Örneği

Abstract

Bu çalışma, Kamu Yönetimi Forumu'nda (KAYFOR) sunulan bildirilerde kullanılan araştırma yöntemlerini inceleyerek kongre bildirileri üzerinden yöntem konusuna odaklanmıştır. Çalışmada, kamu yönetimi ve ona yakın disiplinlerle ilgili bildirilerde nitel, nicel veya karma olmak üzere belirli bir yönteme dayanan ve ikincil kaynaklar üzerinden yazılan betimsel çalışmaların bir haritasının çıkarılması amaçlanmaktadır. Böylece 1970'lerden itibaren incelenen ve yöntembilim açısından ortaya konulan temel sorunların 2000'li yıllarda da devam edip etmediğinin kongre bildirileri yoluyla araştırılması hedeflenmiştir. Elde edilen bulgular değerlendirildiğinde, kamu yönetimi disiplininde 2000'li yıllar öncesinde var olan temel yöntembilim sorunlarının belirli sapmalar ve birtakım olumlu gelişmelerle birlikte devam ettiği sonucuna ulaşılmıştır. Ayrıca analiz verilerine dayalı olarak, KAYFOR'ların geleceği için de bir dizi öneri geliştirilmiştir.

This study focuses on the problem of methodology in the discipline of public administration through analyzing papers presented in the Public Administration Forum (KAYFOR). We aim to map the studies that depend on qualitative, quantitative, and mixed methodology or secondary sources of data used in the studies of public administration and related disciplines. Hence, the main goal of this study is to examine whether methodological problems that were revealed with a number of empirical studies after 1970s in Turkish public administration literature still exist throughout the 2000s. As a conclusion, the study has found that the main methodological problems have been enduring in the 2000s, despite some improvements and differences from the prevalent pattern. Moreover, depending on our results, we set forth several suggestions for the future of the KAYFOR congress.
