Diskors ve Pratik Olarak Dış Politika

Abstract

Bu çalışma dış politikanın ne olduğu konusunda realizm ve idealizm gibi modernist teorilerin dışına çıkılarak nasıl bir okuma gerçekleştirilebileceği sorusundan hareket etmiştir. Bu nedenle söz konusu çalışlma dış politikaya ilişkin modernist ve pozitivist bir bakışın ürünü olan teorik açıklamalara yönelik bir eleştiri olarak da ele alınabilir. Bu bağlamda çalışmanın temel iddiası modernist teorilerin temel argümanı olan içdış ayrımının sorunlu bir yaklaşım olduğunu göstermektir. Bu iddiayı kanıtlamak bağlamında, çalışma boyunca dış politikanın sadece dışa ilişkin belli pratiklerle değil, aynı zamanda sinema karesinden bir gazete haberine kadar tüm pratiklerle ilişkili olduğu vurgulanmıştır. Öte yandan dış politikanın sadece devlet kimliğinin tek taraflı bir sonucu değil, aynı zamanda devlet kimliğinin üretilmesine katkıda bulunan bir pratik olduğuna da işaret edilmiştir.

This article seeks to answer how a new approach about foreign policy can be made possible by going beyond the modernist theories such as realism and idealism. Because of that, this article can be viewed as a critique of positivist and modernist theories about foreign policy. In this context, the articles main claim is that separating inside from outside, which is the main argument of the modernist theories, is a problematic approach. To strength this claim, it will be underlined that foreign policy is related to not only some specific foreign-oriented practices but also all practices which may range from a movie-scene to a report in a newspaper. The article further advances the view that foreign policy is not only a product of state identity, but it also contributes to the very production of state identity.
