Eğitim, sağlık ve savunma harcamaları akademik çevre, siyasi partiler, bürokrasi, sivil toplum kuruluşları ve medya gibi toplumun her kesimi tarafından takip edilen bir konudur. Çünkü bu harcamalar, toplumsal hayatın işleyişini doğrudan etkilemektedir. Dolayısıyla dönemlere göre farklılık gösterse de, söz konusu harcama kalemlerinin içeriği, etkileri, verimliliği ve yeterliliği hemen hemen her dönem tartışılmaktadır. Bu çalışmanın amacı, Türkiye'de 2004-2016 döneminde analitik bütçe kapsamında kamu harcamalarının fonksiyonel düzeyde sınıflandırılması neticesinde, birinci düzeyde yer alan eğitim, sağlık ve savunma hizmetlerine ilişkin gerçekleşmeleri değerlendirmektir. Elde edilen bulgulara göre, çalışma döneminde en fazla artış eğitim hizmetlerinde gerçekleşirken, eğitim hizmetlerini sırasıyla sağlık ve savunma hizmetleri takip etmiştir. Bununla birlikte, 2016 yılı itibariyle, 2004 yılına göre eğitim ve sağlık hizmetlerinin toplam kamu harcamaları içindeki payı artarken, savunma hizmetlerinin payı ise düşmüştür. Dolayısıyla sosyal ve refah arttırıcı yönü yüksek olan bu harcamalardaki artışın, sosyal refah devleti anlayışını güçlendirdiği söylenebilir.
Education, health and defence expenditures are a subject that is followed by academia, political parties, bureaucracy, non-governmental organizations, the media, and society. Because these expenditures directly affect the functioning of social life. Therefore, its are discussed effects, efficiency and adequacy of this expenditures almost every time. The purpose of this study is to evaluate the achievements of education, health and defense services at the first level in Turkey due to the functional classification of public expenditures within the context of the analytical budget during the period of 2004-2016. However, the share of education and health services in total public expenditures has increased while the share of defence services has decreased by year 2016 as for 2004 year. Therefore, it can be said that the increase in social and welfare expenditures, which is high, strengthens the understanding of social welfare state.
