Türk belediyeciliğinde performansa dayalı yönetim anlayışına geçiş: Arka plan ve sorunlar

Abstract

1980’lerden itibaren kamu yönetiminde yaşanan yeniden yapılanmanın temel unsurlarından birisi de performansa dayalı yönetim anlayışına geçiştir. Köken olarak özel sektöre dayanan bu yaklaşım, kısa bir süre içinde farklı yönetim geleneğine sahip olan birçok ülkenin kamu yönetimlerini normatif ve uygulama bakımından çeşitli şekillerde etkilemiştir. Türk kamu yönetiminde de 2000’li yıllarla birlikte hız kazanan yeniden yapılanma çalışmalarının bir boyutunu performans yönetimine geçiş oluşturmaktadır. Bu çerçevede, merkezi idarede ve yerel yönetimlerde performans yönetiminin uygulanmasına ilişkin yasal değişiklikler gerçekleştirilmiştir. Çalışmada, Türkiye’de belediyelerde performans yönetimine geçişte belirleyici olan temel nitelikler ortaya konulmaya çalışılacak ve performans yönetiminin uygulanmasında karşılaşılabilecek başlıca sorunlar araştırılacaktır.

One of the fundamental elements of restructuring that has been undergone by public administration since the 1980s is the transition to a performance-oriented administration approach. This new understanding, which basically derives from the private sector, has affected the public administration structure of various countries having different public administration traditions both normatively and practically within a short period of time. Undoubtedly, Turkey is no exception. Transition to performance-oriented management constitutes one of aspects of the restructuring process of Turkish public administration, which has gained momentum by the 2000s. In this framework, a number of legal amendments were introduced in order to allow the implementation of performance management in central and local administrations. This study attempts to manifest the determining factors in the transition to performance-based administration in Turkish municipalities and to find out problems that may be confronted during the implementation process of the new approach.
